PCS is an international forum devoted specifically to picture coding. For more than three decades the International Picture Coding Symposium has provided the meeting place for the picture coding community: industry, research, academia and users.

The 23rd PCS will be held in Saint-Malo, France on 23 - 25 April 2003, in the week prior to the 13th International Packet Video Workshop that will take place in Nantes on 28-29 April 2003.
